[sync-services-developers] Conflict Resolution?

Has anyone been able to determine how Sync Services performs conflict  
resolution on a contact? In one test, two records with the same first  
and last name were synchronized and ended up being a duplicate (after  
a slow sync).

Is there a particular order of evaluation?

Anyone have any thoughts?
