just my 2 cents... (as I did not tried it yet.. but i am sure that it  
works.. give it a try..)

I think you JUST have to install the activesync into the vpc..
Now, everytime you have to install a program into the ppc, just run  
the installer program on the VPC.
The majority of them, will INSTALL the cab files into the activesync  
folder , waiting for the next "sync".
As you will not sync the PPC with the VPC, just open the activesync  
folder and copy the .cab files..
