[missing-sync-winmobile-talk] Unchecked option "Bring Missing Sync to front on connect" no honored

HI Dave,

I verified that if it is running, and in the background, it will  
remain in the background on connect.

If the application is launched on connect, it will come to the  
foreground because of the launch process.
