It's not that the phone radio is on, it is that a data connection is  
active that can prevent a sync. If your signal strength icon shows a  
"G" or "left and right arrows" then your device likely has an active  
data connection and ActiveSync won't interrupt the data connection  
when connected via Bluetooth. If you are connected via USB and have a  
data connection established AcitveSync will likely stop the data  
connection and then sync.

This seems to be an ActiveSync limitation on the device and not a  
Missing Sync limitation.
