[missing-sync-winmobile-talk] before I upgrade, has ANYONE gotten this to work perfectly with Tiger?

AJ - yes!

With Tiger, address book and ical, you should have no problems.  Just  
make sure you read the user's guide and instructions (particularly if  
you had pocketmac) first.  Make sure you have a supported device and  
are running a supported version of Windows Mobile.  I get perfect  
syncs with Ical and address book on my audivox smt5600.  I just wish  
that Entourage worked correctly.
