You can install programs that are available as ".CAB" files. You just  
copy these files to your PPC, then click on them in File Explorer.

Unfortunately, a lot of PPC programs are delivered only as .EXE  
Windows installers. I think there are utilities to extract the CAB  
files from these programs, though.
