Thanks for reporting this. I can reproduce this too. As you say, the
time zone change is synched correctly on non-repeataing timed events,
but repeating events sync the event time zone time, and not the
handheld time zone. We will log this as a bug and test it against our
upcoming new version to try and fix the problem.
WORKAROUND
So, if you need to enter iCal events happening in other time zones, the
only work around is to enter individual timed events, instead of
repeating events. Then they will sync correctly.
