[missing-sync-pocketpc-talk] permission issues?

I installed MS for PocketPC on 10.3.5 as the admin user. The admin can 
use iSync but the regular user account cannot. The regular user account 
could not see the iPAQ in iSync until the admin had added it once. The 
regular user cannot sync evan after being able to add the device to 
iSync. Neither user can mount the device.

Are there permission issues at fault here? I tried 
uninstalling/reinstalling as the regular user but that did not help.

Thoughts? Experiences?
