It does sound like something is broken with file permissions.

Try this:

1. Open Applications/Utilities/Disk Utility.
2. Select your boot drive and click the "repair permissions"  button.
3. Re-install MS. If it asks for the registration number, you're 
golden. If it doesn't...
4. Uninstall MS.
5. Re-install MS - this time, it should ask you for the registration 
number.

What I'm thinking is that one or more files have been locked down so 
that even root doesn't have the permission to delete them.
