[missing-sync-pocketpc-talk] Can't install Mapopolis maps

I have succesfully downloaded the Mapopolis application, which is free. 
  It is a CAB file and installed successfully in my iPaq.  When 
downloading the individual county maps  they show up as blank piece of 
paper icon with a .mlp extension.   When I try to install the map files 
on the Pocket PC, the files show up dimmed in the file selection 
finder.  What do I need to do?  Please help.
