It is possible to do the update from a flash memory card if someone 
with an updated device (like me) can send you the rom file.
Someone did some programs to extract/restore the PocketPC OS in purpose 
to put linux on an iPaq and then switch back to PocketPC.
If you extract your ROM, you can send it to Brian so he can turn one of 
his devices to a PocketPC 2000. Or maybe i could extract my rom (iPaq 
3660 updated to pocketPC 2002 ) and send it to you.
