One approach is that many (but not all) developers have, or can have, a ZIP
file. For that, you wouldn't need anything. We will work on encouraging
that more.

For those that can't/don't/won't have that option, we will need to see what
the best method would be (for example, a "CAB Extractor" type program).
We're open to suggestions on the topic.
