If I am correct , OSX does not need to handle CAB's anyways , CAB's are
usually PocketPC Installer files.
However if you do insists in having OSX extract CAB's there is a Package
available via Fink ,called " cabextract " which is free since its open
source.
I recommend getting fink to install it for you

If you want to compile it your self get the files here
http://www.kyz.uklinux.net/cabextract.php3
So you see I dont think you have to worry about CAB's
