That actually changed a long time ago.

That is the playlist "Playlist Persistent ID" as the "Playlist ID"  
for the playlists changes if you rename a playlist, reorder it, or  
some other things. If you search for the iTunes Music Library.xml  
file, you'll see the IDs in the file.
