Detached events are a pain to deal with at sync time. I think we have
a bug written up for a specific case; yours might be similar.

Sync Services plays every part in that. We go through a phase called
"pulling" in which we ask Sync Services for a list of changed records
(deletes/adds/modifies). For each of those, we must find out what the
"parent" record is (i.e. if there is a changed phone number, we need
to process the entire parent contact). Once we have the parent, we
either update or add it to the device. Then we tell Sync Services
that we've accepted that record.
It is possible that iCal hasn't synchronized the events into the sync
engine, which would mean that we aren't seeing them. However, it is
also might be that we are not handling them correctly.
I recommend making a backup of your iCal data and filing a support
request. With the data, we can attempt to reproduce this and
hopefully fix whatever might be failing.

Because the Palm doesn't support the various ways of specifying an
alarm time, we need to set the values to come out as an explicit
time. It is something that we could try to work on better in the
future. You can report that as well, and make sure to request that it
comes to engineering as a feature request.
