Artur,
I know this is probably too basic of an answer, but I want to make sure you
have tried going through the second set of steps listed at the bottom of the
link you provided. I realize this is for people who have done a Tiger
upgrade rather than a clean install of the OS.
Also, could you have possibly opened Palm's HotSync Manager (even once)? If
so, try reinstalling Missing Sync again, and go through the second set of 9
steps as described in the link you provided.
Please check the following two Knowledge Base Articles to help eliminate
other possible causes as well:
