Did you try soft resetting your T3? (Hit the reset button in the back.) 
As Ken pointed out, the issue doesn't appear to be a Missing Sync issue 
as it also happens with HotSync Manager. If that doesn't work, I'd 
recommend doing a no extension reset which is a soft reset while 
holding the D-pad up. It is possible that you have installed an 
application that is interfering with the installation process. The 
error message you're getting is defined as "Generic remote system error 
(returned when exact cause is unknown)" which really doesn't help.

My guess is that the issue is with the handheld and not the desktop. 
You could also try turning off all other conduits to see if that 
changes the behavior.
