The setup wizard has 2 parts; the first lets you add a handheld, the 
second lets you add a directory. Ignore the first half and in the 
second half, click "Add output directory...". Navigate to 
/Users/username/Documents/Palm/Users/handheldname/Files To Install/ and 
then click choose.

While it would be more convenient to just add the handheld, it appears 
that Plucker is not using the User Manager to get the list of 
handhelds; applications that use the User Manager work with both 
HotSync Manager and Missing Sync.
