Mac OS X does this; these are called meta files (I believe) and contain 
extra information that Mac OS X needs which obviously the Palm doesn't. 
If you are placing the files in either /AUDIO or 
/PALM/PROGRAMS/SPLASHPHOTO, then you can turn on the option (on the 
Palm) that says "Clean up meta files on disconnect in Audio/SplashPhoto 
directories". We experimented with doing this for the entire card, but 
it takes way too long to scan every file on the device looking for 
files that begin with a period.
