No, as I stated in my message, it is part of the CA fireworks code. One 
must have permission from the AHJ (aka Fire Marshall) in order to launch 
model rockets. One does not need a club sponsored launch, its just that 
in most cases (not all) a club has an easier go at obtaining a permit.

An example of places that it would not be a Fire Marshall that is the 
AHJ is federal government land. Say, NASA/Ames or Camp Parks. In these 
cases it would be up to the safety and/or facilities group to grant 
permission.
